However, whilst I agree with your comment about office costs, regional variation still doesn't solve the problem. For example, the cost of hiring an office in Sheffield Hallam is likely to be significantly more than the cost of hiring an office in say Dewsbury. Not only because of variations in property values, but also because some areas have more office accommodation available than others. Obviously even within one city things vary a lot and so maybe there needs to be some other way of determining the amount of rent they can pay.
