I saw it in the paper first.
Such deniability can only work for Rupert Murdoch (for it is he!) and his like if the underlings who actually do the dirty work have a clear idea of how far they can go, and manage to keep the more shameful bits dark.
Otherwise it only makes their boss look incompetent, or worse.
