5 million people unable to get through to their doctor as Lib Dems warn GPs must be exempt from Budget tax hike

Over 5 million people tried to contact their GP in the past month but failed to get through on the day they called, House of Commons Library research commissioned by the Liberal Democrats has revealed.

The Liberal Democrats are calling for GPs to be exempt from the employers National Insurance rise, as well as social care providers, warning that it is a “tax on community care.”

The Library’s research, based on an ONS survey published on the 10th October, showed that 22.4 million people tried to contact their GP in the previous 28 days. Of these, 5.2 million were unable to get through to their GP on the day that they called, meaning nearly one in four people who wanted to get through to their GP could not.

According to the Library’s research, a further 1.2 million people were unsuccessful in contacting their GP at all that month.

It comes amid warnings the hike to the employers’ National Insurance (NI) rate from 13.8% to 15% in the budget will push up GP surgery staff costs.

The government has not set money aside to compensate surgeries for this increase and GP surgeries are not eligible for Employment Allowance that shields the smallest employers from the rise in NI.

For example an employee earning £30,000 a year will cost the practice an additional £866 and the average GP surgery will see their annual costs increase significantly.

GP and care home tax hike: Govt must not make same mistakes as Conservatives

Commenting on reports that GPs and care homes have voiced concerns about the rise in employer National Insurance Contributions announced in the budget, Liberal Democrat Health and Social Care Spokesperson Helen Morgan MP said:

After years of mismanagement by the former Conservative government, this budget was an opportunity to rescue GP surgeries from years of neglect.

We are urging the Chancellor to change course, and exempt GPs from a tax hike. This new government must not make the same mistakes as the Conservatives, fixing the GP crisis is crucial for saving the NHS.

If people can be checked quicker, fewer will end up in hospital for treatment. That’s better for patients, better for the NHS and better for taxpayers.

Liberal Democrat Leader Ed Davey has raised concerns over the Autumn Budget creating a ‘lost generation’ of farmers with a double hammer blow to rural communities. It comes as he visits an agricultural college in Maidenhead today with Lib Dem MP Joshua Reynolds.

Analysis by the party raised fears of a £70 million cut to DEFRA’s food and farming budget hidden in the fine print of the Chancellor’s plans, meaning even less government support for farmers who are already struggling after years of chaos and uncertainty caused by the Conservative Party.

In the Budget, the Chancellor also announced sweeping changes to the Agricultural Property Relief scheme which will impact around 70,000 farms. The Liberal Democrats have raised serious concerns that the changes will force many to sell up small family-owned farms – with young people in rural communities across the country robbed of a future in farming as a result.

Ed Davey: get rid of Carer’s Allowance cliff edge

Responding to news that the Government is set to increase the Carer’s Allowance threshold, Liberal Democrat Leader Ed Davey MP said:

Raising the earnings limit for Carer’s Allowance would be a good step forward, but I hope the Government will go further and get rid of the cliff edge altogether.

We need a full review of Carer’s Allowance to end the repayments scandal and give carers the proper support they deserve.

Autumn Budget: NHS needs to be top priority to prevent winter crisis

Ahead of the Autumn Budget on Wednesday, the Liberal Democrats are calling for a rescue package for the NHS to prevent a winter crisis.

Liberal Democrat Treasury spokesperson Daisy Cooper MP said:

Years of neglect by the Conservative Government have left our health and care services at breaking point. Bringing our NHS and care back from the brink needs to be the number one priority in this Budget.

Our NHS is already bracing itself for this year’s winter crisis, on top of the continuing pressures of long waiting lists, crumbling hospitals and a care system in crisis.

It’s clear that a robust rescue package for the NHS is vital for economic growth – we simply cannot repair our economy without repairing our health services.

In the Budget this week, we Liberal Democrats want to see a new fund to break the cycle of the annual winter crises, meaningful investment to overhaul crumbling NHS infrastructure and outdated equipment and the launch of cross-party talks to finally put social care on a sustainable footing.

What a Liberal Democrat budget could look like

The budget less than a week away will be a Labour budget, but what would a Liberal Democrat budget look like?

Jeremy Hunt’s last budget was expansionary (£13.875 billion) with cuts to national insurance contributions to boost the economy, as was his earlier financial statement (£13.73 billion) which also included cuts to national insurance contributions. These measures to some extent did work with growth of 0.7% January to March and 0.6% April to June. But growth has fallen away with no growth in July and only 0.2% in August. There is therefore a need for an expansionary budget.

A Liberal Democrat Chancellor of the Exchequer should start with reversing the cuts to the Winter Fuel Payment (costing £1.4bn), followed by ending the two-child benefit cap (costing about £3.4bn).

During the General Election we talked about the cost-of-living crisis. Therefore, we should provide financial assistance for pensioners and people on benefits as the Conservative Government had done. The Energy Cap from October is £100 less than last year, so the cost-of-living payments should be set at £200 which would be a one-off cost of about £3bn.

We also talked about the Conservatives putting up taxes for struggling families and pensioners by freezing income tax thresholds. Does this mean that we should expect a Liberal Democrat Chancellor of the Exchequer to unfreeze the income tax and national insurance thresholds by the rate of inflation (costing about £3bn)?

It was reported on Channel 4 News that according to the JRF households on benefits are £690 a year worse off in August this year compared to January 2021. We might expect that a Liberal Democrat Chancellor of the Exchequer would increase Universal Credit and the legacy benefits by £20 a week (costing about £7 billion over a full year), to begin to implement our policy ending deep poverty within a decade, but as it didn’t appear in the Manifesto this is unlikely in the present circumstances. However, a Liberal Democrat Chancellor might well implement our policies on Carer’s Allowance including increasing it by £20 a week (costing £1.45bn).

Budget: Rishi’s recession followed by Hunt’s hangover

Responding to the Spring Budget, Liberal Democrat Leader Ed Davey MP said:

This is a bottom-of-the-barrel Budget from a Conservative government that has given up on governing. Rishi’s recession is being followed by Hunt’s hangover, with years of unfair tax hikes while local health services are stretched to breaking point.

This Budget had nothing to offer for people seeing their mortgage soar due to Conservative chaos or being left waiting for months in pain for NHS treatment.

The public will see this for what is: a desperate last throw of the dice by a Conservative government that has neglected the NHS, trashed the economy and overseen a record fall in living standards. It couldn’t be clearer that we need a general election now so voters can finally kick this tired and out-of-touch government out of office.

Scot Lib Dems respond to a spring budget that lets down NHS and mortgage holders

Responding to the Spring Budget, Liberal Democrat Scottish Affairs spokesperson Christine Jardine said:

This really is a budget with little to offer families struggling with Rishi’s recession. It felt like a few scraps from a government which knows it’s out of time.

The national insurance cut is meaningless because of stealth taxes elsewhere.

Scottish Liberal Democrats are on the side of hardworking Scots who want to see their bills and NHS waits cut. Where was the help for people with soaring mortgages or spending months in pain waiting for NHS treatment?

The sooner voters get the chance to deliver their verdict the better.

Liberal Democrats call for health spending in forthcoming budget

Speaking ahead of the budget, Liberal Democrat Scottish Affairs spokesperson Christine Jardine said:

All Rishi is doing is prolonging the agony for all of us.

Families are fed up picking up the tab for his economic mismanagement.

Conservatives have been bad for the economy and bad for the country’s health.

The Conservatives must put the NHS at the heart of the budget. It is no wonder the economy isn’t growing when millions of people are stuck on NHS waiting lists, unable to work.

More funding for the NHS in England means an increase in Barnett consequentials, which can then be spent on ensuring that patients can finally get access to their GP in Scotland.

Lifelong Conservative voters are rejecting Rishi Sunak’s Government just as long-term SNP voters are seeing that Humza Yousaf’s government has no plan for rescuing the NHS. They are out of touch and out of ideas about how to bring down waiting lists.

The only way out of this mess is a General Election to deliver the change this country desperately needs.

Wednesday’s budget – a more holistic approach is needed

Will the chancellor correct the imbalance of his November 2023 Autumn statement in Wednesday’s budget? Or will it be more of the same? By cutting National Insurance from 12% to 10% the chancellor helped the better off to the detriment of the lowest paid on income support and pensioners both of whom were hardest hit by the cost-of-living crisis and do not pay national insurance and therefore saw no benefit. This will have disastrous consequences for the economy.

Component level responses will not solve whole systems problems.

Widening income inequality and increasing poverty are the great social evils of our time. “Trickle Down” economics and the privatisation of public services has created dozens of millionaires and turned millionaires into billionaires whilst the majority are worse off than they were before the 2009 Banking Crisis. There are now 3.9 million children being brought up in poverty in the UK – 2/3rds of whom have a parent in work. These parents are no more able to increase their income than are older people who have no earning or borrowing power. Children brought up in poverty are less likely to do well at school, more likely to have health problems, making a demand upon the NHS, and have a shorter life expectancy. Perhaps, now is the time to follow the example of Japan where there is a positive and significant relationship between directors’ pay and employees’ average wage. Directors and Chief Executives could still have their million pound salaries provided that they paid those on whose hard work they depend proportionately.
