How many minders does a Parliamentary candidate need on the doorstep?

This moment from a Granada Regional News report into Luciana Berger, the controversial Labour candidate for Liverpool Wavertree, caught my eye:

    Our Labour PPC was spotted late last year with 2 minders, one of whom was the Labour organiser.
