The Value of PCCs

On Monday, 16th April, Suzy Lamplugh Trust launched a report looking at the police response to stalking in England and Wales.

Stalking is a devastating crime, affecting 1 in 5 women and 1 in 10 men across their lifetime.  Victims can develop anxiety, depression and agoraphobia; 50 per cent of victims experience post-traumatic stress disorder.  Many victims feel so concerned or fearful about what is happening that they feel the need to change their behaviour to feel safer, including not going out in public, reducing social outings, and moving home.

The report released on Monday is a repeat of research completed two years ago looking at recorded crime figures, and Police and Crime Commissioner funding for specialist services for the 1.1 million people who experience stalking every year in England and Wales.  Indeed, Police and Crime Commissioners have access to a £68 million funding pot from the Ministry of Justice specifically to fund practical and emotional support services for victims in their area.  Just 0.25% of that funding is spent on supporting victims of this nuanced and complex crime.

Police facing £125m real-terms cut

The party has criticised the government after it emerged the Home Office police grant for 2018-19 will remain exactly the same as this year, meaning police forces will see the equivalent of a £125m real-terms cut once inflation is taken into account.

The Home Office Police Core Settlement announced today for 2018/19 is £4,054,533,651 (link, p.3), which is exactly the same as in 2017/18 (link, p.6).

As a Party we have never been fans. Some even suggested (mistakenly in my view) that the concept was so bad that we should boycott the elections in 2012.

The idea that one person (usually a white man) should have such a significant say on such a sensitive area as policing – and often over an area covering several counties – was clearly absurd. It still is.

Labour hang on in South Yorkshire – my guilty part

Labour have retained the post of Police and Crime Commissioner, following the resignation of Shaun Wright, with 50.02% of first preferences ahead of UKIP on 31.66% with a turnout of 14%. The Liberal Democrats did not stand a candidate.

The campaign was dominated by the issue of the child sexual exploitation scandal in Rotherham, with UKIP accused of crassly exploiting the issue for their own political ends, and Labour accused of being responsible for the authorities that failed those children. Both accusations have merit, though in my book failing to protect 1600 children is worse than crass politicking. I’m not suggesting that Labour’s policy was to fail these children, but any virtual one-party state is likely to fail its people and needs to be voted out.

Across the country the controversial newly elected Police and Crime Commissioners are supposed to be getting down to business. The reality in several areas is that many are hitting the headlines for the wrong reasons, and nowhere is this truer than in the case of Adam Simmonds, the Northamptonshire PCC, who has stacked his new “sprawling” 17-person commission with his campaign staff.

The whole story is an ‘omnishambles’ – a toxic mixture of high farce, cronyism and arrogance potentially leading to an unacceptable politicisation of our police force.
