The Robin Hood Tax campaign is facing a tough opponent – not just from the usual source of the financial sector and their allies, but from legislation currently going through the House of Lords.

The Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Bill is due to go to its report stage next week. The Robin Hood Tax campaign cannot support it for a number of reasons, and we urge peers of all political colours not to rush the bill through just to get it passed in time for the 2015 election. The Independent View: Liberal Democrats should support Financial Transaction Tax

Charles Beaumont has recently written on this site about the potential for the Lib Dems to go further in taxing the financial sector. In doing so, he raises two options: the Financial Activities Tax (FAT), which he favours, and the Financial Transaction Tax (FTT). For clarity at the outset, the FAT is generally understood to be an additional corporation/income tax on the excessive profits/remunerations in the financial sector. An FTT, on the other hand, taxes all the transactions of financial organisations, such as banks and hedge funds, at the point at which their deals are settled.

The Independent View: The General Power of Competence – Is the sky the limit?

As the Localism Bill moves into Report stage in the Lords, local authorities are getting ever closer to gaining their much discussed General Power of Competence (GPoC).

For Lib Dems the passage of the Localism Bill is an interesting moment. Many, one suspects, might echo the views of former Lib Dem LGA leader Cllr Richard Kemp who in January blogged his ‘support about 80% of the Bill, like the direction but have concerns about the deliverability of 15% of the Bill, and actively detest 5% of it.’
