Why A&E must stay free. But funding must change.

Few institutions define modern Britain as strongly as the National Health Service. Created in 1948 under the leadership of Aneurin Bevan, the NHS was founded on a simple but powerful promise: Healthcare would be free at the point of use, based on need rather than ability to pay. For generations this principle has been a source of national pride. Yet today the NHS faces unprecedented pressure, and unless we are prepared to rethink how it is funded, that founding promise itself may become impossible to sustain.

Demand on the system has grown dramatically over the past two decades. Britain has an ageing population, chronic conditions such as diabetes and heart disease are increasing, and advances in medical technology, while lifesaving, are also expensive. Accident and Emergency departments, in particular, have become the frontline of these pressures. Long waiting times, overcrowding and staff burnout are symptoms of a system that is trying to do more than its current funding model can realistically support.

The debate about the NHS often becomes polarised. On one side are those who fear any change represents the creeping privatisation of healthcare. On the other are voices calling for a more market-driven model, similar to that of the United States. Both positions miss an important point. Reforming the system does not have to mean abandoning the core values of the NHS. Instead, it can mean modernising how the system is funded while protecting the principle that no one should be denied care when they need it most.

One possible solution is to preserve free access to emergency services while introducing a shared funding approach after initial assessment. Under such a model, anyone could still walk into an A&E department and receive immediate care without charge or paperwork. Treatment would begin exactly as it does now, guided only by medical urgency.

Once the patient has been stabilised and assessed, however, the cost of treatment could be shared between public funding and private insurance. A simple example might involve a 50/50 split: half funded by the state and half covered by an insurance provider. No one would be turned away or left with an unaffordable bill.

Cole-Hamilton: Last chance for Parliament to address ferry fiasco

Scottish Liberal Democrat leader Alex Cole-Hamilton has today said that this is the “last chance” for MSPs to convene at Holyrood and find a solution to Scotland’s acute ferry crisis, which has seen multiple vessels out of service all at once.

His call comes ahead of the Scottish Parliament officially dissolving for this year’s election on Thursday morning.

Four major ferries have been called in for technical works in the last few weeks, leaving several key routes almost entirely unserved and cutting people off from supplies, services and jobs — and just yesterday, CalMac cancelled two services because the just-reintroduced Glen Sannox is experiencing fuel pump problems.

Alex Cole-Hamilton said:

That so many ferries have been forced into repairs at the same time is an outrage, and a sorry demonstration of the SNP’s dire neglect of the ferry fleet.

The point of having a Scottish Parliament is to be able to tackle the problems facing our country, but the SNP have refused to come back to Holyrood to sort out this fiasco.

Liberal Democrats believe that parliament should be the place to get things done for people. This is the last chance for John Swinney to come back to Holyrood and help these communities through the crisis the SNP have left them to face.

Alan Reid, Scottish Liberal Democrat candidate for Argyll and Bute, added:

As someone who was themselves nearly left stranded by the recent breakdowns, I want to see the Scottish government step up and sort this crisis out.

While it is good news that MV Lord of the Isles is set to return to service, this near-collapse of the fleet has left folk who depend on ferries worried that the same could happen again with little or no warning.

The ferries fiasco is the result of 19 years of incompetent and unaccountable government under the SNP. As Scotland prepares to pass judgment on his legacy, John Swinney has a chance to prove that he cares more about coastal and island communities than he does about his own re-election campaign.

Whether or not he reconvenes parliament, the Scottish Liberal Democrats have a plan to fix our broken ferry system and mak(e sure the government is held to account for its performance. That’s what we’re offering Scots the chance to vote for on 7th May.

Greene: Scottish Government must get a grip on MV Glen Sannox fiasco

Scottish Liberal Democrat transport spokesperson Jamie Greene has called on the SNP to finally get to grips with the troubled MV Glen Sannox ferry service between Troon and Arran.

The Glen Sannox has been put out of action again with reported engine trouble, described by CalMac as a “recurring technical issue,” leaving coastal and island communities stranded.

The vessel has been plagued with problems and cancellations since finally coming into service in 2025, seven years later than scheduled and four times over budget.

Cole-Hamilton responds to embargoed A&E analysis

Responding to new analysis from the Royal College of Emergency Medicine, which reveals that it could take more than 200 years to reduce the number of people waiting 12 hours or more at A&Es, Scottish Liberal Democrat leader Alex Cole-Hamilton MSP said:

People never used to wait so long at A&E, but the SNP have turned 12 hour waits into a terrifying new norm.

The only way to cut these waits is to fix the broken social care system because every night there are 2,000 people marooned in hospital unnecessarily. They are medically ready to leave, but there are not enough care packages and care workers to get them home. It’s a care bottleneck that means long waits in A&E, ambulances stacking up outside and longer waits when you dial 999.

In May, you should back the Scottish Liberal Democrats on your second, peach, regional ballot paper to reward care workers and attract more people into the profession to free up vital space in A&Es.

Cole-Hamilton comments on drops in cancer survival

Scottish Liberal Democrat leader Alex Cole-Hamilton MSP has said that Scotland deserves a government that will “move mountains for cancer patients”, following a drop in the survival rates for certain types of cancer.

New figures published today show:

  • The one-year survival rate for leukaemias dropped from 77.9% to 75.4% between 2013-17 and 2018-22
  • The one-year survival rate for head and neck cancer fell from 75.2% to 72.6% between 2013-17 and 2018-22
  • The five-year survival rate for leukaemias decreased from 61.9% to 57.5% between 2013-17 and 2018-22
  • The five-year survival rate for men diagnosed with non-Hodgkin lymphomas dropped from 68.0% to 64.1%
  • A huge range in survival rates for the period 2018-22, varying from 23.1% for pancreatic cancer to 97.9% for testicular cancer

The Scottish Government’s standard states that 95% of eligible patients should wait no longer than 62 days from urgent suspicion of cancer referral to first cancer treatment.

This target has never been met since it was introduced in 2012.

Alex Cole-Hamilton said:

It is alarming to see a drop in survival rates for certain types of cancer.

Much more needs to be done to improve care, but all we have seen is an SNP government never once meeting a key cancer waiting times target in the fourteen years since it was introduced.

Scotland deserves a government that will move mountains for cancer patients.

To boost survival rates, Scottish Liberal Democrats would cut waiting times, detect and treat cancer early and roll out a new national lung cancer screening programme capable of saving hundreds of lives a year. We would also enable US scientists to finish their cancer research here, instead of letting Trump cancel all their good work.

Cole-Hamilton comments on avoidable mortality

Responding to new figures which show that Scotland continues to have a higher avoidable mortality rate than England and Wales, with 1 in 4 deaths considered avoidable in 2024 and the rates in the most deprived areas quadruple those in the least deprived, Scottish Liberal Democrat leader Alex Cole-Hamilton MSP said:

The SNP simply cannot be trusted with your health.

They have allowed waits for cancer, care packages, mental health and A&E to spiral out of control.

Scottish Liberal Democrats have got a realistic plan to get people the first-rate healthcare they need. We will cut waiting times and make sure you’re able to see your GP, NHS dentist or mental health professional when you need them.

Patients waiting up to a year for cancer treatment under SNP

Scottish Liberal Democrat leader Alex Cole-Hamilton MSP today said that the SNP government isn’t giving people the best chance of surviving cancer as he revealed the longest waits for first treatment of cancer, with patients waiting up to a year.

Scottish Liberal Democrats analysed waiting times from an urgent referral with suspicion of cancer to first treatment for patients in every health board.

This analysis shows that:

  • In the quarter ending March 2025, a patient in NHS Lothian waited 393 days for treatment.
  • In the same period, patients in Grampian, the Borders, and Dumfries and Galloway waited 11 months for treatment.
  • Between the quarter ending March 2015 and March 2025, the longest wait in NHS Borders has more than quadrupled, increasing from 76 days to 343 days.
  • Over the same period, the longest wait in NHS Dumfries & Galloway has more than trebled, from 99 days to 347 days.
  • Since March 2015, the longest waits in NHS Ayrshire & Arran, NHS Orkney and NHS Shetland have more than doubled.

It comes as Scottish Liberal Democrats revealed that the median waiting time for cancer treatment across the whole of Scotland, 52 days, is the worst on record.

In June, Public Health Minister Jenni Minto admitted that “people could be dying as a result of later cancer diagnoses”.

Alex Cole-Hamilton said:

All across Scotland, the SNP government isn’t giving cancer patients the best chance of survival. These statistics show huge increases in waiting times to begin treatment after an urgent referral with suspicion of cancer, stretching up to a year.

International studies show Scotland falling behind. The fact that SNP ministers are now admitting that their failures may have caused people to die shows just how badly they have got this wrong.

Access to screening programmes, diagnoses and treatment is a postcode lottery across the country. Scottish Liberal Democrats want to see ministers who will move mountains to bring down waits and get to grips with the gaps in tech and staff.

Patients deserve better than an SNP government that keeps letting them down. Only the Scottish Liberal Democrats will bring a real vision and a real plan for delivering the care they need.

Lib Dems call on Labour Government to rule out real-terms policing budget cuts as unsolved vehicle theft epidemic continues

  • Shock new data crunched by the Liberal Democrats reveals that last year, more than 75% of vehicle thefts went unsolved while just 2% of cases resulted in a suspect being charged or summonsed.
  • 13 police forces in England and Wales had at least 75% of all vehicle theft cases unsolved in 2024.
  • This follows speculation that police funding will face real-terms cuts in next week’s Spending Review, which has been condemned by police chiefs across the country.
  • The Liberal Democrats are calling on the Government to keep their promises on neighbourhood policing by ruling out real-terms cuts to policing budgets ahead of the Spending Review.

House of Commons library analysis of official Home Office data on crime outcomes, commissioned by the Liberal Democrats, shows a vehicle theft epidemic with the offence becoming ‘effectively decriminalised’. Almost 95,000 cases went unsolved last year.

The City of London force came out worst, with none of its 30 cases last year ending with a suspect being charged. The Metropolitan police followed suit, with only 0.85% of all vehicle theft cases ending with a charge.

Leicestershire police force had a similarly worrying performance last year, with only 1.0% of all cases of vehicle theft ending with a charge. South Yorkshire reported that only 1.2% of cases were charged.

Derbyshire, Gwent and West Yorkshire also all reported that their cases in total had less than a 1.5% of cases ending with a charge.

These shocking figures come after several police chiefs have warned the Labour government that they will not be able to deliver their promises on bolstering neighbourhood policing or halving knife crime and violence against women and girls without proper investment.

The Liberal Democrats are urging the Government to rule out any cuts to policing budgets, following speculation that the Home Office will face real-terms cuts at the upcoming Spending Review.

A&E deaths: “Sickening” new analysis reveals deadly consequences of broken NHS as Lib Dems call for inquiry

Responding to new analysis of ONS data which suggests that more than 50,000 people died last year after long A&E waits, Liberal Democrat Health and Social Care spokesperson Helen Morgan MP said:

This new analysis is sickening. It lays bare the deadly consequences of a health service that has been run into the ground with patients and their loved ones often paying the ultimate price.

The Conservative Party should never be forgiven for what it did to our NHS and the tragedy their neglect has left it in its wake, but it is simply not good enough for this new government to sit on its hands any longer.

We need to see immediate action to get to the bottom of these deadly delays.

The government must urgently launch a CQC inquiry into the chaos in our A&Es and ensure patients never have to suffer through something like this ever again.

Southport Inquiry: Must get us answers to avoid future failures

Commenting after Starmer’s press conference following the government’s announcement of an inquiry into the Southport murders, Liberal Democrat Leader Ed Davey said:

The Liberal Democrats welcome this inquiry, which must not shy away from asking tough questions about what went wrong.

This was an utterly horrific tragedy. My thoughts go out to the bereaved families, who lost three young daughters to such brutal violence. We need to ensure that such a senseless attack cannot happen again.

We must learn from these events, and the inquiry must urgently get us the answers we need to avoid future failures.

Record 518,000 trolley waits of 12 hours or more last year – up 400-fold in less than a decade

Liberal Democrat Health and Social Care spokesperson Helen Morgan MP has urged Wes Streeting to produce an emergency plan to tackle “shocking and dangerous” A&E wait times as the government “looks to be asleep at the wheel”.

Last year there were a record 518,000 waits of 12 hours or longer in A&E from a decision to admit, research by the Liberal Democrat has revealed. Staggeringly, that is nearly 400-times more 12 hour waits than 2015’s figure of 1,306.

The figures also revealed a sharp rise of more than 100,000 12 hour trolley waits on 2023’s figure of 415,000, a jump of 25%. Prior to the pandemic in 2019 there were just 8,272 trolley waits of 12 hours or longer. Last year that figure rose 63-fold to 518,000.

In December alone, 54,000 patients waited 12 hours or longer in A&E from a decision to admit, up 23-fold on the December 2019’s figure of just 2,356.

Long waits at A&E are extremely dangerous and the Royal College of Emergency Medicine estimates that in 2023 14,000 deaths were associated with long waits in A&E.

Liberal Democrat Health and Social Care Spokesperson Helen Morgan MP called the figures “shocking” and said the new government “looks to be asleep at the wheel”. The Party is calling on the Health Secretary to come forward with an emergency plan to tackle this crisis to protect patients from this ongoing crisis.

It comes as analysis by the party of NHS estimates has revealed there have been almost 200,000 12-hour “trolley waits” in A&E since the start of July, when the Labour government took office. That means that an average of 1,330 people a day had to wait more than 12 hours to be admitted to hospital from A&E between July and November.

The Royal College of Emergency Medicine has predicted that there will be at least 14,000 unnecessary deaths due to delays in A&E this winter.

The Chancellor needs to think again if the government is considering hiking taxes on small businesses, who have already suffered from eye-watering tax rises under the last Conservative government.

The burden of this budget should fall on the likes of big banks, social media giants and oil and gas firms, instead of our local community businesses. The Chancellor should be protecting these smaller businesses, who are the backbone of our economy and the heartbeat of our communities.

The Liberal Democrats will use their opposition day in Parliament tomorrow to raise the NHS crisis, as a shocking new poll commissioned by the party reveals reveals a quarter (27%) of working adults in the UK say they have been unable to work in the last 12 months because they were waiting for a GP (19%) or NHS dentist appointment (12%).

Lib Dems call for vote on Winter Fuel Allowance cut this week to avoid ‘damaging public trust’

Liberal Democrat Deputy Leader Daisy Cooper has written to Rt Hon Lucy Powell MP, the Leader of the House of Commons, demanding that MPs be given a vote this week on the government’s proposed cuts to the Winter Fuel Allowance for millions of pensioners.

In her letter, Daisy Cooper warns that failing to hold a debate and vote on the issue would risk “damaging public trust in politics” especially given the policy wasn’t included in the Labour manifesto at the election and is now set to go through with “minimal parliamentary scrutiny.”

The letter adds that there are just two weeks to go to protect pensioners from the cut before it comes into force on 16th September.

The Liberal Democrats will tomorrow table a motion backed by all 72 of its MPs to block the government’s proposals through a debate and vote in Parliament.

Liberal Democrat Deputy Leader, Daisy Cooper MP said:

Over the past few weeks we have heard from countless pensioners worried about whether they’ll be able to heat their homes this winter.

To push these cuts through without any other measures to mitigate the impact on millions of poorer pensioners, and with minimal parliamentary scrutiny, risks damaging the public’s trust in politics and putting the most vulnerable at risk.

We all appreciate the damage that the Conservative Party did to the public finances and the size of the challenges in front of us, but this is a step in the wrong direction and the proposed cuts must be scrutinised properly.

The government must give MPs the chance to debate better solutions, vote on their cuts to the Winter Fuel Allowance and prevent millions of the most vulnerable in our society from losing out.

DIY A&E: Scots treat their wounds and make slings over fear of hospital waits

A new poll commissioned by the Liberal Democrats has revealed that people are suffering in pain or treating themselves rather than go to A&E out of fear of waiting times.

The poll reveals the lengths to which people across the UK went if they needed to use A&E in the past two years, but decided not to, over fears of waiting times.

Ofwat fines: A game of catch up after Conservative Ministers turned a blind eye

Responding to Ofwat imposing a £168m fine on Thames Water, Yorkshire Water and Northumbrian Water, Liberal Democrat Environment spokesperson Tim Farron MP said:

After years of inaction and failure under the last Conservative government, it is welcome to see the regulator finally impose proper fines.

This should only be the start if these polluting firms are to clean up their act.

We now need a ban on bonuses and an end to bumper profits on the industry.

Sadly this is all a game of catch up after Conservative Ministers turned a blind eye to this environmental scandal.

Cole-Hamilton: SNP must take action to avoid winter crisis at A&E

Responding to new figures showing only 69% of people attending A&E were seen within the 4 hour target in June 2024, while 14,126 people waited over 8 hours and 5,936 waited over 12 hours, Scottish Liberal Democrat health spokesperson Alex Cole-Hamilton said:

Normally in summer we would see an improving picture at A&E, but these waiting times are already very long, and moving in the wrong direction.

Under the SNP the NHS is teetering on the brink, staff are overwhelmed, and thousands are waiting far too long to be seen.

We need to see action from this SNP government to address long waits at A&E before we are staring down the barrel of a winter crisis.

Scottish Liberal Democrats would overhaul the SNP’s failed NHS Recovery Plan, get you fast access to GPs and help people leave hospital on time through a new minimum wage for care workers that is £2 higher.

Unemployment rising: Govt is playing economic whack-a-mole

Responding to the latest labour market figures showing a rise in unemployment, Liberal Democrat Treasury spokesperson Sarah Olney MP said:

After years of economic chaos, these are concerning figures.

The Conservative government has played economic whack-a-mole for too long, unable to grow the economy, and now too many face the prospect of losing their job.

The public has lost all faith in the Conservative party to manage the British economy. Our economy desperately needs a General Election.

Lib Dems report Sunak to the Ethics Adviser over improper use of government resources at speech

The Liberal Democrats have reported the Prime Minister to the Independent Adviser on Ministers’ Interests for using the government crest at his party political speech yesterday.

In his speech at Policy Exchange, the Prime Minister gave an overtly party political speech in which he framed from the start as being about the choice voters will face come the next General Election. The speech was deemed so party political that on the government’s own website much of the speech was redacted.

Despite this, the Prime Minister spoke from a lectern bearing the Royal Coat of Arms which the Liberal Democrats have said is a clear breach of the Ministerial Code as it states that: “Ministers must not use government resources for party political purposes”.

The Liberal Democrats have asked the Ethics Adviser to investigate this apparent breach of the Code, saying that “Rishi Sunak must be taking the public for fools if he thinks that the speech he gave was anything other than a politically charged rant.”

Liberal Democrat Cabinet Office spokesperson, Christine Jardine MP said:

The Prime Minister’s party political speech earlier today appears to be a clear breach of the Ministerial code. Taxpayers should not have to fund the lectern he gives this from.

Rishi Sunak must be taking the public for fools if he thinks that the speech he gave was anything other than a politically charged rant. The pathetic excuses he made for his own party’s failures will fall on deaf ears.

The country has stopped listening to the Prime Minister and the Conservative party. They want a General Election and to finally see the back of this awful government that has trashed our NHS, let water companies off the hook, and has forced far too many to choose between heating and eating.

Hospital’s spend £3million on pest control as patients suffer from rats and insects

Freedom of Information Requests by the Liberal Democrats have revealed the extent of pests roaming NHS Hospitals. As the NHS repair backlog reaches record levels, these new revelations show staff and patients subjected to poor conditions.

Since 2021, over 60 NHS Trusts have reported £3.7 million spent on pest control at their hospitals. Imperial College NHS Trust, which includes St.Mary’s Hospital London, spent a staggering £383,597 on pest control, including dealing with 748 pest incidents last year alone.

East and North Hertfordshire NHS Trust spent £119,199 to deal with mice in the kitchen, maggots in the mortuary and rat droppings in a corpse bag, amongst many other pests.

The most shocking incidents were reported by East Suffolk and North Essex NHS Trust, which includes Colchester Hospital and Ipswich Hospital. Staff reported:

  • Black insects are biting the legs of staff
  • Ants and fly infestations
  • Rats in the ambulance area

At Ashford NHS Trust, dead headless pigeons and dead rabbits, as well as slug and ants were reported. Royal United Hospitals Bath reported pests in the children’s ward and breast clinic.

NHS waiting lists: Sunak’s broken pledge having “catastrophic impact”

The latest NHS figures show that waiting lists have grown by almost 400,000 to 7.6 million since Rishi Sunak made his pledge to cut them in January 2023.

Commenting, Liberal Democrat Leader Ed Davey MP said:

Rishi Sunak has proven time and time again that he cannot be trusted to cut NHS waiting times. Patients across the country are waiting desperately for appointments, while Conservative MPs continue to fight amongst themselves.

It is clear that Rishi Sunak’s broken pledge is having a catastrophic impact on our NHS. His planned NHS spending cuts must be cancelled now to make sure patients get the care they deserve.

Opinion: Time to dump the 4 hour A & E target

To be frank, as a doctor, I have been underwhelmed by our Liberal Democrat offering on health issues over the years; certainly we are not as strong on health as we should be.

The almost daily drip feed from the right wing press on NHS shortcomings and failures is demoralising to staff and frightening to patients and designed to be so. It serves no-one except those who want to undermine the public’s confidence in the NHS. The service treats three quarters of a million patients every day of the year, and for most people there is no alternative.

So I am  relieved that at last we have something distinctive to offer with Norman Lamb’s ideas on mental health; parity of access and delivery, more  research and funding. This is important, and we need to ‘own’ it as Liberal Democrat policy.
