ONS GP Survey: Two in five who could not get through to GP did nothing about symptoms

Responding to the latest ONS Survey, which showed that two in five (39%) people who were unable to contact their GP in the past month opted to do nothing about their ailment, Liberal Democrat Health and Social Care spokesperson, Helen Morgan MP said:

Our primary care services are at breaking point. Patients are left completely without options, instead letting their issues get worse when they are unable to get the care they need.

The blame for this shocking state of affairs lies squarely with the Conservative Party whose years of shameful neglect has broken our NHS.

It is now down to the new government to rise to this challenge and rescue our health service. That is why it is so disappointing to see that instead of supporting our GPs they are piling more pressure on them with their national insurance hike.

The new government needs to urgently rethink these proposals, scrap the GP penalty and get patients the care they deserve.

Interest rate cut: Govt must work to deliver growth, especially through small businesses

Commenting after the Bank of England has cut interest rates to 4.75%, Liberal Democrat Treasury Spokesperson Daisy Cooper MP said:

This is welcome news for families across the country who are still living with the consequences of Conservative economic failure.

Notwithstanding, millions of households are still struggling with sky high mortgage payments two years on from the Conservatives’ disastrous mini-budget.

The burden of fixing the Conservatives’ mess has fallen on struggling households for too long. As rates are cut, the new Government must work to deliver growth in the economy, especially through small businesses and high streets.

GP and care home tax hike: Govt must not make same mistakes as Conservatives

Commenting on reports that GPs and care homes have voiced concerns about the rise in employer National Insurance Contributions announced in the budget, Liberal Democrat Health and Social Care Spokesperson Helen Morgan MP said:

After years of mismanagement by the former Conservative government, this budget was an opportunity to rescue GP surgeries from years of neglect.

We are urging the Chancellor to change course, and exempt GPs from a tax hike. This new government must not make the same mistakes as the Conservatives, fixing the GP crisis is crucial for saving the NHS.

If people can be checked quicker, fewer will end up in hospital for treatment. That’s better for patients, better for the NHS and better for taxpayers.

Liberal Democrat Leader Ed Davey has raised concerns over the Autumn Budget creating a ‘lost generation’ of farmers with a double hammer blow to rural communities. It comes as he visits an agricultural college in Maidenhead today with Lib Dem MP Joshua Reynolds.

Analysis by the party raised fears of a £70 million cut to DEFRA’s food and farming budget hidden in the fine print of the Chancellor’s plans, meaning even less government support for farmers who are already struggling after years of chaos and uncertainty caused by the Conservative Party.

In the Budget, the Chancellor also announced sweeping changes to the Agricultural Property Relief scheme which will impact around 70,000 farms. The Liberal Democrats have raised serious concerns that the changes will force many to sell up small family-owned farms – with young people in rural communities across the country robbed of a future in farming as a result.

Ed Davey: Exempt social care from National Insurance tax hike

Liberal Democrat Leader Ed Davey has called on the government to exempt social care from the employer’s National Insurance tax rise.

The Chancellor has provided extra funding for the NHS and other public sector organisations to cover the cost of the tax rise. However, the vast majority of care providers are private and so won’t benefit from this help.

98% of care providers – 18,000 organisations – are small employers. The Liberal Democrats have said care providers including care homes and those providing care in people’s homes should be exempt from the National Insurance tax hike.

Liberal Democrat Leader Ed Davey said:

Hammering small businesses with a tax hike is the wrong choice. It will hit people’s wages and jobs, but it also risks worsening the NHS crisis by hiking costs for care providers and pushing some to the brink.

It just shows that yet again the government seems to have forgotten about care. At the very least, the Chancellor should be exempting social care from this costly jobs tax.

Budget: online gambling tax “a missed opportunity” for fairer NHS and care funding

Responding to news that the Government is set to increase the Carer’s Allowance threshold, Liberal Democrat Leader Ed Davey MP said:

Raising the earnings limit for Carer’s Allowance would be a good step forward, but I hope the Government will go further and get rid of the cliff edge altogether.

We need a full review of Carer’s Allowance to end the repayments scandal and give carers the proper support they deserve.

Autumn Budget: NHS needs to be top priority to prevent winter crisis

Ahead of the Autumn Budget on Wednesday, the Liberal Democrats are calling for a rescue package for the NHS to prevent a winter crisis.

Liberal Democrat Treasury spokesperson Daisy Cooper MP said:

Years of neglect by the Conservative Government have left our health and care services at breaking point. Bringing our NHS and care back from the brink needs to be the number one priority in this Budget.

Our NHS is already bracing itself for this year’s winter crisis, on top of the continuing pressures of long waiting lists, crumbling hospitals and a care system in crisis.

It’s clear that a robust rescue package for the NHS is vital for economic growth – we simply cannot repair our economy without repairing our health services.

Water companies revealed to escape fines as Lib Dems force new sewage vote in Parliament

The Liberal Democrats plan to table an amendment which outlaws water company bonuses as the government’s new Water Bill enters Parliament tomorrow (9 October).

It comes as a shocking new Freedom of Information request by the Liberal Democrats found that Ofwat admitted “we have not issued any fines in connection with how water companies manage their sewage treatment” Since they launched their investigation into water companies’ sewage discharges in November 2021. Instead, Ofwat is still in “consultation” with the water companies it aims to fine.

The new findings revealed by the Liberal Democrats goes on to state that Ofwat’s investigation into sewage treatment works has a staffing of just 8.5 full-time employees, “many” of whom are working on the report “alongside other projects”.

This scant, part-time staffing raises serious questions over the regulator’s resources and powers to properly scrutinise water companies it oversees – particularly given that Ofwat’s CEO called the project “the largest and most complex investigation” the watchdog has ever undertaken.

Ofwat told the Lib Dems that “many of the people working on the investigation do so for a portion of their time alongside other projects”, and that the regulator is “in the process of recruiting further staff”.

Under the government’s new Water Bill, water company executive bonuses will be determined by key test indicators established by Ofwat. Liberal Democrat Leader Ed Davey is calling for Ofwat to be scrapped as a failed regulator which should have no role in determining water company bonuses.

Analysis of Company House records by the Liberal Democrats has found water company executives have made £35 million in bonuses since 2021.

Liberal Democrat Leader Ed Davey said:

It is time for Parliament to stand up and take action on the sewage crisis after years of failure under the Conservatives.

The new government’s attempt is sadly a job half done. A toothless and tired regulator will fail to end the scandal of multi-million pound bonuses for sewage dumpers.

We need water company executive bonuses banned until the sewage dumping stops. This disgraced industry has shown it is not worthy of any bonuses.

Conservative MPs spent years voting against a ban on sewage bonuses and propping up a failed regulator. It is time to rip up the industry, with companies which no longer put profit before the environment, and a proper regulator with real power.

Liberal Democrat MPs standby ready to work with the government to make sure the new Water Bill protects local communities from foul sewage.

PMQs: Ed quizzes Starmer on Europe

It’s great seeing Ed getting a guaranteed two cracks of the whip at PMQs every week.

And many people in the party will be thrilled that he pushed the PM on Europe and asked him to consider a youth mobility scheme to give people in their 20s the chance to live and work in Europe for 3 years.

I did wonder before the recess if he was maybe letting Starmer off the hook on his second questions and I think he could have pressed that point a bit further today – though he did say he would leave it for another time before moving on to improving the trade deal.

I look back with fondness on Willie Rennie’s legendary and dogged persistence of one issue at a time with the SNP, whether it be college cuts, ferries, conditions in prisons, free school meals or mental health at First Minister’s Questions. He would prosecute a line pretty forensically over several weeks and that got him noticed. And sometimes it resulted in concessions from the Government when he had destroyed all their rebuttals.

I get the argument that keeping Starmer guessing about the topic also has its merits, but I would like to see a bit more follow-through. When the Prime Minister fails to answer the question the first time, I’d like to see Ed find his inner terrier.

Record high numbers living in temporary accommodation as Lib Dems call on govt to end homelessness this Parliament

The number of families living in temporary accommodation has reached a record high, the latest homelessness statistics have revealed, while there has been a 14.2% rise in rough sleeping.

The number of households reported in temporary accommodation reached 117,450 in March 2024 – the highest figure since these records began in 1998. This includes a 14.7% rise in the number of households with children living in temporary accommodation taking the total to 74,530.

There were also large increases last year in the number of households owed homelessness support by their local authority. Local authorities made 94,280 main homelessness duty decisions in 2023-24 – up by 25.1% on 2022-23.

The Liberal Democrats are calling on the government to publish a cross-Whitehall plan to end all forms of homelessness within this Parliament. The party said that the plans should include more support for councils to tackle the shocking rise in the number of people in temporary accommodation.

Responding to the latest figures, Liberal Democrat Housing, Communities and Local Government spokesperson, Vikki Slade MP said:

It is heartbreaking to think that so many families and children will be on the streets or without a place to call home this winter.

For years, the previous Conservative government chose to ignore the thousands that are rough sleeping and broke their promise to ban no fault evictions.

The new government must address this awful situation as a matter of urgency and that starts by publishing a cross-Whitehall plan to end all forms of homelessness within this Parliament.

This strategy must include more support for councils to tackle the shocking rise in families using temporary accommodation. No longer should we see people forced to sleep rough and unable to access the support they need.

Ed Davey calls for boost for unpaid carers as figures show one in four not in work

Liberal Democrat Leader Ed Davey will call on the government to boost support for unpaid carers, on a visit to a charity that supports children and young adults with Down syndrome and those who care for them.

It comes as House of Commons Library research commissioned by the Liberal Democrats has revealed unpaid carers are a sixth less likely to be employed, with one in four classed as ‘economically inactive’.

The data reveals that just 50% of ‘adult informal carers’ were in employment compared to 60% of all adults, making them a sixth less likely to be employed. Disturbingly, the data also showed that informal carers were a third more likely to be ‘permanently sick/disabled’ than the rest of the population, with almost one in 10 unpaid carers classified to be so.

To call this contest scraping the bottom of the barrel would be an insult to barrels. Every day this leadership contest goes on reminds the public why they voted to kick the Conservatives out of office.

The leadership candidates are competing in an undignified race to the bottom, suggesting maternity pay should be slashed, civil servants should go to prison and insulting the armed forces. All four of them are failed former Conservative ministers, refusing to take responsibility for their appalling record in government.

Energy price rise: “crushing blow” to pensioners worried about having to choose between heating and eating

Responding to the Ofgem energy price cap rise of 10% from £1,568 to £1,717 coming into effect today as Winter Fuel Payments worth between £200 and £300 are being cut for the vast majority of pensioners, Liberal Democrat Treasury spokesperson, Daisy Cooper MP said:

Today’s price rise will be a crushing blow to all those pensioners who are wondering how they will get through the coming months without having to choose between heating and eating following the Winter Fuel Payment cuts.

The Conservative Party proved themselves utterly unfit to govern and we recognise that the new government must clear up their mess, but to cut Winter Fuel Payments for vulnerable pensioners in the midst of a cost of living crisis with energy bills rising sharply again, is the wrong thing to do.

That is why the Liberal Democrats have opposed these cuts every step of the way and will continue to do so until the government brings forward a fairer plan.

Ed Davey unveils new Lib Dem frontbench team to champion “the people’s priorities”

Liberal Democrat Leader Ed Davey has announced his new frontbench, as he calls on his party to champion the “people’s priorities” and “clean up the mess left by the Conservative government.”

The new frontbench announcement follows Ed Davey’s conference speech, where he set out the Liberal Democrat plan to be a “constructive opposition” holding the new government to account. Davey unveils his new team of spokespeople after the party won 72 seats at the general election, becoming the largest third party in the House of Commons in a hundred years.

Daisy Cooper remains as Deputy Leader of the Liberal Democrats, but will also now become the party’s Treasury Spokesperson, where she will focus on the cost-of-living crisis and holding the Government to account as it clears up the terrible economic mess left by the Conservative Party.

Helen Morgan, who became MP for North Shropshire in a historic by-election victory in 2021, now leads on Health and Social Care, the number one priority for the party that is championing access to GPs and dentists as well as support for unpaid carers.

Ed Davey speech: “Make the NHS winterproof”

In his speech to Liberal Democrat Conference in Brighton today, Leader Ed Davey will call on the Government to set up a new “Winterproof NHS Taskforce” to put an end to the annual winter crises in the health service.

With NHS chiefs warning that “this winter is likely to see urgent and emergency care services come under significant strain”, Ed Davey will urge the Government to “make this year the last winter crisis in our NHS”.

Last winter, ambulances across England collectively spent a total of 112 years waiting outside hospitals to hand patients over, according to official NHS figures. Between November 2023 and March 2024, 732,000 patients faced A&E waits of over 4 hours to be admitted, with 228,000 waiting more than 12 hours.

For the first time, the Taskforce would bring together a team of experts reporting directly to the Health Secretary, responsible for strengthening coordination across the NHS and allocating long-term funding and resources to prevent winter crises.

Over the past seven years, the Government has announced an average of £376 million of emergency funding each year to tackle the NHS winter crisis. Under the Liberal Democrat proposal, the new Taskforce would instead manage a ringfenced fund of £1.5 billion over the next four years, to build resilience in hospital wards, A&E departments, ambulance services and patient discharging.

This would allow integrated care boards and NHS Trusts to plan their budgets more efficiently to prevent winter crises, instead of just receiving emergency funding from the Government at the last minute.

Ed Davey on Kuenssberg: We’ll be a better opposition than the Conservatives

Ed Davey did his Conference interview with Laura Kuenssberg this morning. Speaking from the top of the Brighton Centre after arriving at the Conference by jet-ski yesterday, he was quizzed about whether we were going soft on Labour. Were we actually going to challenge them.

Ed was keen to point out that we already had on issues like the Winter Fuel Payment, and we’d do it more effectively than the official opposition.

We will challenge them when we disagree with them. We’ll be a better opposition than the Conservatives who are going further to the right

We are keeping people’s trust by talking about the issues they care about – the NHS and cost of living.

He said that the Government had already made mistakes on both of those things.

Being constructive means you have a different tone. You don’t do the yah-boo politics that people are sick of.

We are trying to put forward our own ideas.

Kuenssberg suggested that Labour don’t have to listen to us. Ed replied

You have to do opposition in a particular way to get heard. We’ll put forward ideas we championed at the election and our MPs will be champions for our constituents and we will get our voices heard.

Lib Dem MPs back motion to block Winter Fuel Payments cut

Liberal Democrat Leader Ed Davey has announced his party is tabling a motion to block the government’s proposed cut to Winter Fuel Payments as soon as Parliament returns from recess next week.

All 72 Liberal Democrat MPs have backed the party’s ‘prayer motion’ to block the cut to Winter Fuel Payments and ensure MPs are given a vote on the changes before they come into force on 16th September.

It comes as analysis by the Liberal Democrats shows that pensioners are expected to take a £670 hit this winter due to the rise in the energy price cap, the end to the Pensioner Cost of Living Payment, and the government’s cuts to the winter fuel allowance coming into effect.

The Liberal Democrats are urging the government to “think again” about the proposed cut to Winter Fuel Payments which will impact 10 million pensioners. Of these, the charity Age UK has said two million will find paying their energy bills a real stretch and will be seriously hit by this cut.

According to the government’s own figures, 800,000 of the lowest-income pensioners are eligible for Pension Credit but do not get it, meaning they will lose their Winter Fuel Payments.

Liberal Democrat Leader Ed Davey said:

We have heard from countless pensioners worried about how they will afford their energy bills this winter. Stripping support from many of the poorest pensioners, just when energy bills are set to rise again this winter, is the wrong thing to do.

That is why the Liberal Democrats are tabling a motion to reject these plans as soon as Parliament returns, and give MPs a chance to vote on this issue on behalf of their constituents.

We recognise that the government faces difficult choices given the appalling mess left by the Conservative Party. But a rethink is urgently needed so that poorer and vulnerable pensioners continue to get the support they need.

Swinney should launch new term by ending support for Heathrow expansion

Scottish Liberal Democrat leader Alex Cole-Hamilton MSP has today called on John Swinney to launch the new parliamentary term by ending the SNP government’s support for expanding Heathrow Airport, as he stated that the expansion is incompatible with tackling the climate emergency.

Ed Davey on Starmer speech: What about health and social care?

So many people across the UK are struggling because of a lack of decent social care.  Millions are stuck in pain on NHS waiting lists.

In the past few days alone, I’ve heard some heartbreaking accounts of people having to wait for months for both cancer diagnosis and treatment.

The crisis in social care causes immense suffering for elderly and disabled people and those who care for them.

So you would think, given that health and social care are consistently near the top of people’s priorities, that Keir Starmer might have had something to say in his speech yesterday.

But, no.

Ed Davey called him out for it:

Only the out-of-touch Conservative Party will deny the scale of the challenges facing the new Government and the new Parliament. From the millions stuck on NHS waiting lists to the millions struggling to make ends meet, the last Conservative government has left a toxic legacy.

We need bold and ambitious action from the Government to fix this mess. Liberal Democrats will work tirelessly to put our positive ideas forward and hold the new Government to account if they fail to rise to the challenges facing the country.

Above all, people want urgent, ambitious action to fix the health and care crisis. Only by getting people off NHS waiting lists can we get the economy growing strongly again and ensure more funding for our public services in the long term.

The Independent View: Kinship Carers in the Spotlight: A Call for Continued Commitment and Support

Kinship carers play a vital role in our society, providing loving, stable homes for more than 141,000 children in England and Wales whose parents are not able to care for them. 

Grandparents, aunts, uncles, older siblings, other relatives and family friends step up, often at a point of crisis and in very challenging circumstances, to prevent children from entering the care system. 

Despite their critical contribution to the lives of many, kinship carers have been overlooked by successive governments. As a result, most kinship families receive little to no support, and according to our research, many are at breaking point. Nearly 1 in 8 told us a lack of financial support and help with their children’s needs meant they were concerned about their ability to continue caring for their children in the next year if their situations didn’t improve. This could mean devastating consequences for children, families and the state. 

The previous Government’s National Kinship Care Strategy (December 2023) finally gave kinship families some recognition, but the ‘radical reset’ proposed by the Independent Review of Children’s Social Care has yet to be delivered. 

Kinship carers and the children they are raising need security and support as a matter of urgency. 

2024: turning the tide?

This summer has been a watershed moment. For the first time, kinship care was mentioned in the manifestos of England’s three leading political parties. Tireless campaigning over many decades by kinship carers – themselves already overstretched by the challenges of caring for children with little support – has got us to this point. 

And they’ve had some welcome help. 

In recent years, Liberal Democrats have stepped up to bring the experiences of kinship carers and the case for greater support for kinship families directly to Westminster.

How should Ed handle PMQs?

Fantastic, wasn’t it?

Seeing Ed Davey rise on Wednesday lunchtime to ask the first of two questions to the Prime Minister, as the leader not only of the third largest Commons caucus but of the biggest third party presence in our Parliament’s elected chamber for a century.

The first time a Liberal leader has been able to do so since pre-Coalition Nick Clegg in the early months of 2010.

Ed, rightly, went on carers and social care; an issue personal to him and to countless families across the country. 

A serious leader asking about a serious issue.

But the question which appeared to get the most media attention after the session was actually asked by the SNP leader in Westminster, Stephen Flynn. 

Now reduced, as the leader of the fourth biggest group, with just nine MPs, to an occasional question (where we were just a few short weeks ago), Flynn-an accomplished media performer, whatever we may think of his politics-asked about the big domestic political issue of the week; the very controversial two child benefit cap.

It got me thinking. 

What should be the Lib Dems PMQs strategy?

What should our leader’s advisers be advising?

To stick to our own agenda each week, regardless of whatever is the political headlines/controversies of the day?

GB Energy: We cannot be left at the mercy of Putin again

Responding to the government’s deal between GB Energy and the Crown Estate, Leader of the Liberal Democrats Ed Davey said:

In recent months we heard countless harrowing stories of parents having to choose between putting food on the table or keeping their children warm as the energy crisis sent their bills spiralling.

For far too long, the Conservative party left us at the mercy of tyrants like Putin for our energy. This can never happen again.

It is right that the new government is taking action to help protect households by committing to clean and secure energy. Alongside this we must also see an emergency insulation programme to drive down bills and keep families warm.

We hope the new government will urgently implement a programme laser-focused on reducing bills and heating homes to avoid another winter of discontent.

Chamberlain urges transport infrastructure funding

Wendy Chamberlain MP for North East Fife yesterday wrote to the Scottish Secretary of State asking for a meeting to discuss transport infrastructure for Scotland.

Since many areas related to transport are devolved, funding sources and application processes often end up falling under both the Westminster and Scottish Governments. As a result, Chamberlain has written to the Minister asking that in this new Parliament, improving inter-governmental relations will assist.
