David Howarth on Parliamentary Reform

In case you missed it, David Howarth MP gave a speech last week, as part of the Hansard Society’s Parliamentary Reform Lecture Series.

The speech includes a discussion of the various systems that need reform: the government, the judiciary, political parties and the media.

David Howarth also covers Lords reform, electoral reform and the loss of trust in our political institutions. He emphasises the need to restore power to local government. He cautions that the General Election will not be enough to end this crisis, which has partly been brought about by MPs’ misuse of expenses.

He ends by saying:

Public poll says Cable for Chancellor – how to bank this in real votes?

Vince Cable is the public’s preferred choice for Chancellor, according to a poll by PoliticsHome.

Of the general public polled, 31% chose Vince Cable above George Osborne, Alistair Darling, Ken Clarke, Peter Mandelson and Ed Balls.

The poll also found that 79% of Liberal Democrat voters supported Vince Cable for the job, while Osborne and Darling received much lower levels of support from their own parties’ voters. (Find the full results at PoliticsHome.)

As Iain pointed out yesterday, Vince’s recent recce to the Treasury does raise questions about how he could land the job.

The Leaders’ Wives obsession: why it’s missing the point

Tonight it’s Nick Clegg’s turn for a Sunday evening party leader’s interview – with Mary Nightingale on ITV1 at 10:15pm.

Miriam Gonzalez Durantez (Nick’s wife) also appears in the programme. At first I was dismayed that Miriam might be wheeled out as yet another politician’s wife, dreading revelations about socks or other foundation garments

Clarke fails to toe line on party pledge

David Cameron last night overruled Ken Clarke, after the shadow business secretary appeared to backtrack on a Tory commitment to spell out details of a core tax policy ahead of the general election.

The Conservative leader acted after Mr Clarke told a London event that the party could not decide until it was in power whether it would reverse the one percentage point rise in national insurance that is due to take effect in April.

The Tory former chancellor said the party needed to have “the reins of power” before it could make Budget decisions such as the potential tax reversal. “We will only know if we can afford it in the 50-day Budget,” he told a business audience. “The Budget is not just something you knock off for a TV programme.”

At our successful spring conference last weekend, a number of delegates came up to me to ask about the music they heard at the rally, opening each session and on the video before Nick’s speech. In this afternoon’s Q&A from the Conference hall, Nick Clegg tackled questions from the floor with a relaxed and confident manner that bodes well for the upcoming TV Leaders’ Debates.

Two by-election results just in – both saw a reduction in the Conservative vote and increases in the Liberal Democrat vote:

Con 486 (32.8%; -8.6%)

LD Steve Wilson 362 (24.5%; +8.1%)

Parties select their “star performers” for General Election campaign

From the FT:

The Liberal Democrats will centre their campaign on joint appearances by Nick Clegg, leader, and Vince Cable, Treasury spokesman, in an attempt to project a blend of youth and experience.

A clutch of former Lib Dem leaders will be deployed in the regions. Paddy Ashdown is taking a hands-on role directing the Lib Dem’s defence of the south-west heartlands. Sir Menzies Campbell and Charles Kennedy will be touring seats in Scotland and the north.

The article also lists Chris Huhne (“pugnacious, quick-footed”) and Lynne Featherstone (“sound media performer”) as ones to watch in the Liberal Democrat campaign.

BNP announce Parliamentary Candidate for Buckingham

The BNP has announced its Buckingham candidate for the 2010 General Election, adding another candidate to a slate which already includes UKIP, John Stevens (former Lib Dem member and before that, Conservative MEP,) Patrick Phillips (“conservatively minded” Independent candidate) and Geoff Howard (former Conservative and UKIP member).

With the three main parties refraining from standing against the Speaker, it will be interesting to see how the vote is split by the minor parties and independents, all of whom have or have had right-wing leanings.

The Liberal Democrats have chosen a spokesperson rather than a candidate.

House of Commons reform: contact your MP about tomorrow’s vote

MPs will vote tomorrow on an amendment to the Government’s resolutions on the reform of Parliament, put forward by Evan Harris MP on behalf of the Wright Committee. (Select Committee on Reform of the House of Commons.)

The Wright Committee was set up as a response to the expenses scandal in 2009 to make recommendations on how Parliament could be reformed to carry out its functions better.

The reforms being put to a vote tomorrow will include the amendment approving the establishment of a House Business Committee. This committee would decide the scheduling of all business before the House, including scrutiny of legislation, and to put an agenda before the House for decision. This would be vast improvement on the current state of affairs:

Rules agreed for leaders’ TV debates – and Clegg to open the batting

Lib Dem leader Nick Clegg is to speak first in the first debate, hosted by ITV, while Gordon Brown and David Cameron will do so in the subsequent debates, on Sky and the BBC.

From the BBC:

Three major broadcasters – the BBC, ITV and Sky – have agreed on the rules for hosting party leaders’ debates in the run-up to the general election.

The three 90-minute sessions will begin by focusing on domestic policies, international affairs and the economy.

Lib Dems select Nick Griffin’s biographer to fight BNP in Barking

Dominic Carman, son of the late George Carman QC, and biographer of BNP leader Nick Griffin, is to stand as the Liberal Democrat Parliamentary Candidate for Barking, East London.

From The Times:

He intends to use information from his research into the biography to attack his opponent. It was never released because publishers were unwilling to associate their brand with the BNP leader.

“I will put it to good use in exposing Griffin beyond what’s already been in the public domain,” he said. “It’s very important to fight a strong campaign and it will be critical to challenge Nick Griffin every

Two more gains in local by-elections… and some post-match blogging

The Liberal Democrats gained two seats in by-elections held on 25 February.

In Eastwood South (Broxtowe District Council) the Lib Dems surged ahead of Labour:
LD Keith Longdon 985 (53.1; +34.0)
Lab 484 (26.1; -12.1)
Con 387 (20.9; -0.4)

In Fenstanton ward, Huntingdonshire District Council, the Lib Dems gained a seat from the Tories:
LD Colin Saunderson 391 (51.1; +4.2)
Con 337 (44.1; -4.1)
Lab 37 (4.8; -0.1)

Home Office report recommends labelling of airbrushed images aimed at children

The Home Office has published an independent review into the sexualisation of young people, conducted by psychologist Linda Papadopoulos.

The report warns that children are being increasingly exposed to sexual imagery through advertising, music videos, computer games, magazines and some children’s clothing lines.

From the BBC:

Unless sexualisation is accepted as harmful, we will miss an important opportunity… to broaden young people’s beliefs about where their values lies,” said Dr Papadopoulos, a psychologist. The report’s 36 recommendations include calling for games consoles, mobile phones and some computers to be sold with parental controls already switched on.”

Other recommendations include banning “sexualised” music videos before the TV watershed, making digital literacy a compulsory part of the curriculum from age 5, and labelling airbrushed images:

Evidence suggests that even brief exposure to airbrushed images can lead to acute body dissatisfaction. To help combat this, efforts to raise levels of media literacy should be accompanied by initiatives aimed at encouraging society to take a more critical and questioning approach to the harmful perpetuation of unrealistic ideals. I therefore recommend the introduction of a system of ratings symbols for photographs to show the extent to which they have been altered. This is particularly critical in magazines targeting teen and pre-teen audiences.

Children’s operations cancelled over non-transferable CRB checks

A report by the Royal College of Surgeons, published today, reveals that children’s NHS operations are being cancelled because of the chaotic introduction of new Government safeguarding regulations. From the report:

Overzealous interpretation of the requirements by NHS Trusts and long delays in the system mean that NHS surgeons cannot move between Trusts quickly enough to deal with rare cases, of which there are many in children, and to cover absences. The RCS is calling for immediate roll out of passport-style arrangements that allow NHS staff who have already received an enhanced Criminal Records Bureau (CRB) check for one Trust

Further developments in Buckingham, John Bercow MP’s constituency, where convention dictates that other parties don’t put up a candidate against the incumbent Speaker:

For the first time in more than 60 years, Labour does not plan to use its scarce resources on high street posters, such as those that the big-spending Conservatives have already set up across Britain. Tories send advance party to reassure Brussels

The Telegraph reports that shadow Business Secretary Ken Clarke is going to Brussels tomorrow for “secret talks” with members of the European Commission:

Mr Clarke, who will be accompanied by Mark Prisk and John Penrose, junior shadow business ministers, is expected to seek concessions on financial and employment regulations during the meetings, which are not listed on the European Commission’s official diary.

David Cameron: I will impose all-women shortlists

Mr Cameron said that as the general election, which must be held by June, was so close, the party was already taking advantage of rules which allowed Central Office to impose shortlists on constituency parties.

This had happened twice already, and the Tory leader confirmed that if any more Conservative MPs stood down in winnable seats in coming weeks, he would consider making the short-lists women only.
