Norwich North: what to make of all that, then? #nnbe

Let’s get the obvious out of the way first: if you fight a by-election in which both your total number of votes, and your percentage of votes cast, declines since the previous general election then the result is disappointing. There, I’ve said it, disappointing.

Now let’s look a bit harder, and try and work out what’s going on, addressing directly the three questions:
1) should we have done better,
2) is our campaigning stuck in a rut, and
3) is the leadership to blame?

1) Should we have done better?

The verdict that we should have done better – at least come second – was encapsulated by the BBC’s political editor Nick Robinson in his blog-post, How to unspin Norwich:

Lib Dems: “This is a truly shocking result for Labour.”
Translation: “Oh no. Why don’t we win by-elections any more?”

Except, of course, it’s not that simple. There seems to be a fantasy among some Lib Dem supporters, shared by journalists like Nick, that the Lib Dems have talismanic by-elections skills – that the party need only show up in any constituency in the UK, and the electorate will be hypnotically seduced into voting Lib Dem. This isn’t true now, and nor has it ever been true, a fact statistically proved by Lib Dem blogger ‘Costigan Quist’ HERE.

There was, perhaps, one exception: the last Parliament, when we won two of the six by-elections contested – Brent East and Leicester South – and also recorded hefty swings in two others, Birmingham Hodge Hill and Hartlepool. (The South Wales result in Ogmore, when the Lib Dem vote fell 4%, is usually happily ignored: it spoils the story).

But to judge this Parliament by last Parliament’s standards is silly, in any case, for it witnessed a perfect storm that is very unlikely to be repeated: a wildly unpopular policy – Iraq – on which the Lib Dems had a distinct, well-known, poular position; and a main opposition party, the Tories when led by Iain Duncan Smith, which was an utter campaigning shambles. The Lib Dems’ Iraq USP has now receded, while the Tories are, once again, a professional outfit. To expect the Lib Dems to conjure up by-election magic dust in vastly changed circumstances is utterly fanciful.

And the idea that, even if the Lib Dems won’t actually win, our vote must always, automatically increase is also profoundly un-historical. To me, the current Parliament most closely resembles the 1992-97 Parliament: a tired, imploding governing party, seemingly at the mercy of events, and a main opposition party on the up. So let’s compare the by-election results of now with then:

Parliament edges towards allowing footage to be put on YouTube

Good news from Section 10 of the minutes of a recent meeting of the Commons Administration Committee: slowly, cautiously the House of Commons is moving towards allowing Parliamentary footage to be put up on YouTube.

Credit to Jo Swinson, who has been campaigning steadily on the issue and kept it going through the slow wheels of Parliamentary decision-making.

Accio voters! Harry Potter star Dan Radcliffe backs the Lib Dems

The Sun reports an interview with Daniel Radcliffe, the actor who portrays Harry Potter in the film franchise, in which he gives his support to the Lib Dems – and dismisses Labour and the Tories:

What does the public think on tax, spending and the budget deficit?

From MORI’s latest email newsletter rounding up some of their most recent poll findings:

Many believe that efficiencies, rather than cuts, can ‘rebalance the books’. Four in five (79%) agree that efficiencies can help cut government spending without damaging services, while around half (51%) are not persuaded that there is a need to cut spending on services to pay off the national debt. Clegg: public has been “betrayed” by Parliament’s response to #mpsexpenses

Nick Clegg has been putting the quiet days of summer to good use, attracting considerable media coverage. Yesterday saw the launch of the party’s pre-manifesto A Fresh Start for Britain. Today Nick fired a broadside in the Telegraph against Labour for failing to address the real problems underpinning public anger over the MPs’ expenses scandals:

If you had said to me two months ago that we would go on a three-month recess and all we would have was this insipid Standards Bill, and that nothing substantial had been changed, I wouldn’t have believed it.

“The whole momentum for change was so great after what The Telegraph did; I think people are entitled to feel betrayed.

“This was a pledge that all political leaders made – to clean up our act. But all the signs are that it was hot air.

“The sum total of it is this little Bill which is a mouse compared to the real task. It is a baby step; it needs to be followed up by far, far more radical reform. If we don’t go further, the political scandals will be back in the future.

“I am so dismayed by the lack of progress of the last few weeks and so disappointed that Gordon Brown is trying to hype up this small measure as the be all and end all.”

“The Bill is fine as far as it goes, but the idea that Gordon Brown has that this has been done and dusted is patent nonsense. It is one piece of the jigsaw, but we need to change the rotten culture at Westminster for good.”

It’s worth remembering what could by now have been achieved if Labour had chosen to adopt Nick’s 100 Day Action Plan to Save Britain’s Democracy, announced almost two months ago. If Labour had the vision and courage we could by now be celebrating:

Lib Dem blogger and LDV-editor-on-sabbatical Alix Mortimer writes for CiF about tuition fees and the Lib Dems.

I wish people would let go of this idea that the pre-tuition fees era was some sort of egalitarian utopia. No system ever is.

Even so, Nick Clegg’s suggestion that scrapping tuition fees be downgraded from a firm Lib Dem policy commitment to an “aspiration” makes me uneasy, and not just because of the Labour-flavoured wording. I cannot imagine why he thinks this particular quarrel is worth picking now.

Danny Alexander MP writes… “We have a different, radical message about the change our country needs”

Yesterday Nick launched ‘A Fresh Start for Britain’ – a document which outlines the values upon which our manifesto for the next General Election will be based. You may have seen some of the media coverage; I hope you have also visited Nick’s new site on it – www.freshstart.nickclegg.com.

This document is the first part of a two-part paper which we will be taking to Autumn conference. It promotes a vision that was agreed by both the Federal Policy Committee and the parliamentary party; which shows how our party would do things differently from Labour and Tories. The second explains in more detail our existing policy portfolio.

The next election is our opportunity to show the British people we have a different, radical message about the change our country needs. The two old parties don’t really want to change a political system that keeps them in power or challenge the bankers who got the economy into such a terrible mess.

‘A Fresh Start for Britain’ explains how our values – the basis upon which we will reach our choices on what should be in our manifesto – are fundamentally different from those of the Conservative and Labour parties. In the unprecedented economic situation that the country faces, only the Liberal Democrats are clear that the choices we make will be driven by a clear set of values and principles.

This policy paper does not prejudge what those choices might be, but it does emphasise the uncertain and difficult economic context against which these choices will be made and the real constraints that will place on our own manifesto when it is drawn up next year. It makes clear that we will treat the British people like grown ups; we will be honest about the tough choices ahead – both for the country and for ourselves.

This policy paper, which is going to conference in the place of a more traditional pre-manifesto, highlights three key priorities – a sustainable economy, a fair society, clean politics – that will drive the choices that we will make when we come to draw up our manifesto. Each of these is illustrated by two policy examples that form a key part of our current narrative.

Boris Johnson breaks employment promise

From The Pink Paper:

Mayor of London, Boris Johnson, will not be entering the Greater London Authority as a candidate for Stonewall’s annual Top 100 employers list, PinkPaper.com can reveal.

The news comes as a surprise considering that the authority – which is based at City Hall – was ranked second in 2008 and third in 2009.

Tall photographer stopped again by police

Last week I linked to the story of “too-tall” photographer Alex Turner, who was arrested by Kent Police after taking some photos in Chatham High Street.

Turner was stopped by police again on Sunday, and asked to show his ID.

Poor Labour. Not only do they face losing the Norwich North by-election, but their candidate Chris Ostrowski has gone down with suspected swine flu. (Genuine sympathies to him for a speedy recovery).

Today’s Eastern Daily Press assesses the currrent state of play HERE, including this snippet:

Clegg’s Fresh Start for Britain: education, ‘green jobs’, political reform

There’s an in-depth interview with Nick Clegg in today’s Independent trailing the launch later today of ‘A Fresh Start for Britain’, a document outlining the principles on which the Lib Dems will build our general election manifesto.

Here’s how the article starts:

Nick Clegg will today jettison many of the Liberal Democrats’ long-standing policy pledges in an attempt to convince voters they would make the deep spending cuts needed to fill the hole in the public finances.

In an interview with The Independent, Mr Clegg revealed that many of the promises cherished by his party will be downgraded from official policy to “aspirations” since there would be no money to fund them. They are expected to include flagship pledges to scrap university tuition fees, provide free personal care for the elderly, and bring in a higher basic state pension.

The Liberal Democrat leader will ask his party’s conference in September to make firm commitments in just three areas at the general election: a boost for education, the creation of “green jobs”, and constitutional reform.

The circumstances are utterly different from anything in the last 15 years. Our shopping list of commitments will be far, far, far, far, far shorter. We will have to ask ourselves some immensely difficult questions about what we as a party can afford. A lot of cherished Lib Dem policies will have to go on the back burner. Huhne on Coulson: “either complicit or incompetent”

The BBC reports:

Conservative communications chief Andy Coulson has told MPs he did not “condone or use” phone hacking when he was editor of the News of the World. Mr Coulson quit as the editor after a reporter was jailed for hacking.

Although he said he had not known about it, he told the culture committee he regretted things going “badly wrong” and had taken responsibility by going.

Lib Dem Chris Davies sticks up for Ukip’s EU whistleblower

The Telegraph reports:

Marta Andreason, the former Brussels whistle blower sacked by Lord Kinnock, has been blocked from taking a senior position at the European Parliament by MEPs fearful of future ‘scandal’.

Mrs Andreasen was blocked by Christian Democrat and Socialist MEPs from becoming vice-chairman of the European Parliament’s budgetary committee on Monday.

The centre-Right European People’s Party and the Socialists broke parliamentary convention on the allocation of committee posts by demanding a vote by secret ballot to block Mrs Andreasen, who was elected as a Ukip MEP for South East England last month.

Lib Dems oppose ‘non-dom’ Ron Sandler as chairman of Lloyds

So the Telegraph reports:

Ron Sandler should not be eligible for the job of chairman of Lloyds Banking Group because he is non-domiciled for tax purposes, the Liberal Democrats have declared. …
