Privileges Committee report: Sunak must cut off Johnson’s ex-PM allowance

The Liberal Democrats have called on Rishi Sunak to strip Boris Johnson of his ex-PM allowance, following the publication of the Privileges Committee report today which recommended a 90-day suspension for Johnson for deliberately misleading Parliament over partygate.

Former Prime Ministers are entitled to claim up to £115,000 a year to fund office costs for life. The Liberal Democrats said allowing Johnson to continue to take this money would be “an insult to bereaved families who suffered while Boris Johnson lied and partied.”

GDP: Govt more obsessed with infighting than getting economy moving

Responding to new GDP statistics which show a 0.2% rise in April, Liberal Democrat Treasury Spokesperson Sarah Olney MP said:

Month after month we see the economy growing at a snail’s pace – it’s clear this government is just totally out of ideas and out of control.

The Conservatives seem more obsessed with infighting than putting in the hard work needed to get our economy moving again.

This Government soap opera needs to end so we can get on with the job and give people a fair deal. We finally need to see a proper plan to grow the economy and tackle the soaring price of food, mortgage bills and energy.

Lib Dems react to damning report stating Boris Johnson misled Parliament

Well, that Privileges Committee report is a corker. It’s not just throwing the book at Boris Johnson, but encasing it in concrete and lead and dropping it on him. Most people will feel it is richly deserved.

Daisy Cooper has called on Rishi Sunak to strip Boris Johnson of the £115,000 he gets from the public purse to fund his office as a result.

She said:

This damning report should be the final nail in the coffin for Boris Johnson’s political career. It is completely unprecedented for a former Prime Minister to be found to have been a law-breaker and serial liar, who treated the public and Parliament with total disdain.

Rishi Sunak must cut off Johnson’s ex-Prime Minister allowance to stop him milking the public purse for his own personal gain. Anything less would be an insult to bereaved families who suffered while Boris Johnson lied and partied.

The Conservatives are so mired in sleaze and chaos that they are totally failing to tackle the problems facing the country, from the NHS crisis to the cost of living. Voters in Mid Bedfordshire will soon get a chance to send a message to this failing and out-of-touch Conservative government.

By-election result – House of Lords

We covered the announcement of the candidates to fill a hereditary peer vacancy on the Liberal Democrat benches in the Lords a fortnight or so ago and we now have a result.

212 Peers voted as follows:

  • Lord Belhaven and Stenton – 34 votes
  • Earl Lloyd-George of Dwyfor – 55 votes
  • Earl Russell – 123 votes

Accordingly, John Russell is the newest member of the Liberal Democrat Parliamentary Party in the Lords, and we wish him well.

President’s Update: The difference your campaigning makes

So many people depend on the help and love of unpaid carers, relying on them to get through essential day-to-day challenges such as washing, dressing and eating. Yet our unpaid carers are often without adequate support, having to juggle caring with their own work.

Which is why Wendy Chamberlain’s Carer’s Leave Act, steered through the Lords by Lib Dem peer Chris Fox, is such an impressive and important achievement. A special shout-out too for Wendy’s Senior Researcher, Kathryn Sturgeon, who did a power of work on the bill.

It’s an impressive achievement because the chance for any MP outside the government to get new legislation through is rare. It’s also an important achievement because the Act gives important new support to carers, allowing time off work to manage caring responsibilities.

The Act means an estimated 2.4 million carers across the UK now have a statutory right to take five days of unpaid leave per year. The law benefits employers too as those businesses which already provide such leave report reduced recruitment costs, improved retention and better staff well-being.

Wendy seized the opportunity when it came. But she was only there in Parliament to see the opportunity because of your support and campaigning. It’s the difference that getting Liberal Democrats elected makes. Thank you.

Sunak’s credibility and integrity is in the gutter. If he wants to show he has any backbone left he must finally do the right thing and kick the disgraced Boris Johnson out of the Conservative Party in order to prevent him from ever standing again.

Lib Dem Cheltenham launches free leisure passes for food bank users

Health and wellbeing is top of our party’s agenda. All of our local campaigners have a strong message on NHS services.

While leading campaigns about treatment, we must also pursue innovative approaches to measures that prevent ill-health. Liberal Democrat-led Cheltenham Borough Council is partnering with the NHS and local food banks to do just that. It’s a part of our response to the cost-of-living crisis.

I’m a strong believer in the power of physical activity to transform people’s lives. It has made my own life immeasurably better, despite an unexpected arthritis diagnosis at age 29. Whether it’s regular walking, having a swim, lifting weights, doing water aerobics, or going to a HIIT class, physical activity is proven to help people improve their health and wellbeing. In fact, it can be a ‘miracle pill’ for mental and physical wellbeing, as argued in the recent book by Guardian journalist Peter Walker. Sadly, the cost of living crisis means that so many people across Cheltenham have had to make sacrifices. In a town that many characterise as wealthy and prosperous, we have more than 600 families registered with local food banks and more getting help in other ways. Often, it’s nice-to-have activities like leisure centre trips that are sacrificed when people can’t make ends meet. That can have a big knock-on impact, not just now, but for people’s long-term health. People who lead sedentary lifestyles are more likely to suffer ill-health in the short and long-term, storing up problems for our NHS.

12-16 June: this week in the Lords

I haven’t done this for a while now, and really ought to get back into the habit. But, as all is relatively quiet in terms of Commons business, and the opposite is true in the Lords, perhaps it’s time to take a stab at it…

Monday‘s main piece of business is Day 4 of the Committee Stage of the Illegal Migration Bill. Hopefully, noble Lords won’t be in the chamber until 4.16 a.m., as they were on Thursday morning. It probably won’t be a short day though, as the Opposition benches (and the Bishops) continue their efforts to mitigate some of the more egregious proposals, led by Sally Hamwee, Paul Scriven and Mike German (amongst others). These will include moves to protect victims of trafficking and/or sexual exploitation who, as the Bill currently stands, risk being returned to the very people who have made their lives so desperate already.

Other than that, the House will be asked to appoint three new members to the panel of Deputy Chairmen of Committees, one of whom is Ros Scott. The job is, effectively, that of Speaker, sitting on the Woolsack and steering debate as required. She replaces Monroe Palmer, who should be thanked for his work in the role.

Sunak must reverse Johnson’s “happy hour honours”

The Liberal Democrats have called on Rishi Sunak to step in and reverse Boris Johnson’s “happy hour honours” list, and ban him from standing again for the Conservatives.

It comes after Boris Johnson stood down yesterday with an attack on the Privileges Committee.

Ministers are able to cancel an honour after it has been awarded, to preserve the integrity of the honours system.

Liberal Democrat Deputy Leader Daisy Cooper said:

Boris Johnson handed out honours to his partygate accomplices before quitting with a Trumpian attack on our Parliament. He is dragging our entire honours system and democracy through the mud.

Rishi Sunak has shown himself to be completely spineless in letting Johnson wreak havoc like this yet again. The least he could do is step in and ensure these happy hour honours are consigned to history along with Johnson himself.

HMICFRS report shows need for return to community policing

Responding to HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) State of Policing report, Liberal Democrat Home Affairs Spokesperson Alistair Carmichael MP:

Sadly, this report confirms what we already knew. The Conservatives have trashed our justice system, from decimating frontline policing to ignoring the courts backlog.

Too many people feel like justice is out of reach when they’re a victim of a crime. Public trust in our very institutions is at stake. The Home Secretary must commit to a return to community policing without delay.

Softened windfall tax shows Government doesn’t care

Responding to the news that Jeremy Hunt will soften the energy windfall, Liberal Democrat Leader Ed Davey MP said:

The families and businesses still suffering so much from high energy bills will not forget the failure of the Conservatives to tax the windfall profits of the oil and gas companies properly.

This out of touch Government has shown yet again that it doesn’t care about people struggling just to get by, or the small business clinging on.

This energy tax failure ranks as one of Rishi Sunak’s biggest personal failures as Chancellor and Prime Minister.

++Breaking news++ Not one, but two by-elections!

After the news that Nadine Dorries is standing down as an MP, with immediate effect, we now hear that Boris Johnson is following her example and departing Westminster.

We can only speculate on the conversations the two of them have been having, but we do know that, to quote the BBC:

Mr Johnson accused the Commons inquiry of attempting to “drive me out”.

In a statement he said: “They have still not produced a shred of evidence that I knowingly or recklessly misled the Commons.”

In evidence given to the committee in March, Mr Johnson admitted misleading Parliament, but denied doing it on purpose.

In the statement issued after he stepped down on Friday evening, the former prime minister said: “I did not lie, and I believe that in their hearts the committee know it.”

“They know perfectly well that when I spoke in the Commons I was saying what I believed sincerely to be true and what I had been briefed to say, like any other minister,” he said.

Mr Johnson said he corrected the record as soon as possible, and said committee members “know that”.

Campaign teams are girding their loins as we speak, and those of you who love by-elections will be hearing shortly about where to go and what to do.

Mental health support for children neglected by Government

Some years ago Norman Lamb effectively led the Lib Dem campaign to give mental health equal parity with physical health in the NHS. This did lead to some welcome changes in both attitude and provision, including the creation of new Mental Health Support Teams in schools and colleges in England, which were set up in 2018.  Each MHST would cover some 8000 pupils, and the plan envisioned 500 teams in place by the end of 2024, to cover about half of all pupils.

The MHSTs were a welcome addition to the existing acute Child and Adolescent Mental Health Services, offering early support and, hopefully, preventing the escalation of problems to the point where a referral to CAMHs would be necessary.

Then Covid struck, and lockdown is known to have had a marked effect on the nation’s mental health, particularly in children, whose normal processes of growing up were substantially interrupted. Sadly, it also slowed down the rollout of the MHSTs.

Munira Wilson, our health spokesperson, has carried on the campaign for children’s mental health provision and has been gaining some traction. In today’s Guardian she reports on research by the Liberal Democrats that reveals the inadequate state of mental health support in schools.

Sunak should put Johnson’s honours list through the shredder

Responding to the news that Rishi Sunak is set to accept Boris Johnson’s honours list, Liberal Democrat Deputy Leader Daisy Cooper MP said:

The fact that one of the most scandal-ridden Prime Ministers is now allowed to stuff his cronies in the Lords after a failed premiership tells the British public everything they need to know about this Conservative Party.

Boris Johnson caused crisis after crisis in this country – if Rishi Sunak rewards his failure it’s just proof it is one rule for the Conservatives and another for everyone else. The buck stops with Sunak – he must ensure that Johnson’s honours list is put through the shredder.

Teacher stats expose recruitment and retention crisis

New statistics released today from the Department for Education have shown:

  • More than 100,000 under-40s have quit teaching in the last 5 years.
  • A third of teachers quit within 5 years of qualifying.
  • The number of teaching vacancies has more than doubled in the last 2 years.
  • 22% of maths teachers and 42% of physics teachers have no relevant post-A-level qualification.

LGA Lib Dem elections

The Local Government Association is the national body that represents local authorities in England, and in Wales through the Welsh Local Government Association. Councillors are well aware of its work, though other party members probably less so.  There are four party groups within the LGA – Conservative, Labour, Liberal Democrat and Independent.

The Lib Dem Group is currently going through its biannual election process, with places open to councillors in England. The Group has just announced that the Group Leader Joe Harris and the Deputy Group Leader Bridget Smith (pictured) were both elected unopposed.

All the other positions are being contested. These include the Group Chair and Group Whip, plus members of various Boards within the LGA, such as the Children & Young People Board, the Community & Wellbeing Board and the Fire Services Management Committee. Ballots open tomorrow and close on 20th June, with the results being announced on 23rd June.

If you are wondering whether you can vote – the electorate in this case consists of nearly 2800 English Lib Dem councillors in district, county, metropolitan and unitary authorities, plus London boroughs.

Police using 200-year old legislation to arrest hundreds of children for rough sleeping

Data uncovered by Layla Moran and the Liberal Democrats through a Freedom of Information (FOI) request revealed that police forces across the country have arrested 433 children over the last 5 years using the Vagrancy Act.

The FOI asked police forces how many under 18’s had been arrested and charged under the Vagrancy Act over the last 5 years.

Of the 43 forces in the UK, 20 had arrested children. The worst offender was the Metropolitan Police Force in London, which has arrested 152 children in the last 5 years.

One police force, Derbyshire, arrested a 13 year old.

The Vagrancy Act is a piece of 200-year-old legislation which makes it a criminal offence to sleep rough.

In 2022 campaigners succeeded in repealing the legislation in the Police, Crime, Sentencing and Courts Bill, but the repeal is yet to come into force in practice. The government claim they need “appropriate replacement legislation” before the repeal comes into force. A public consultation into replacement measures closed in May 2022, but the findings have not yet been published.

WATCH: Ed Davey’s message for Carer’s Week

This week (5-11 June) is Carers’ Week, a chance to raise awareness of the pressures faced by carers, to recognise the work that they do, and to encourage those who care for their loved ones to see themselves as carers and access available support.

Ed Davey, who has cared for family members from a very young age, has recorded a video to mark the event.

Making sure the country’s 5 million unpaid carers are properly looked after has always been core to Liberal Democrat thinking. In fact, when I used to get the Social Democrat as a teenager, articles relating to carers were frequent and often front page.

Recently Liverpool Lib Dem Councillors elected Carl Cashman as their group leader to replace Richard Kemp who stood down after the May elections.

The Liverpool Echo recently did a profile of the 31 year old mortgage broker who has said that he wants the Lib Dems to appeal to the whole city, not just the suburbs:

Heartfelt tributes to Elspeth Campbell

I was so sad to hear that Elspeth Campbell, wife of former Lib Dem Leader Menzies Campbell for just a week short of 53 years, died yesterday morning.

His tribute to her had me in bits:

After more than 50 years of marriage, my bright, beautiful and witty Elspeth has gone.

She was my constant political companion, always my encouragement and forever my first line of defence.

When I had doubts about the leadership of the Liberal Democrats her advice was clear, she said “never say never.

She was renowned for her hosting of political Sunday lunches which often lasted well into the evening.

Her passion for politics, her support of me and her love of her family will be very much missed.

Anyone lucky enough to have been invited for lunch at their house were in for a treat. Great food and brilliant chat. Elspeth had an office in Scottish Lib Dem HQ for many years where she was a unique and sparkling presence. She was unfailingly kind and would have us in stitches with funny stories. We all loved her.

She did love to smoke and when the smoking ban came in  in 2006, it’s fair to say she was not a fan.

When you asked her how Ming was doing, her face would light up. Those two were an absolutely perfect match and I am sure all our hearts go out to him. They were married within three months of meeting back in 1970. I remember how worried we all were when Ming had Lymphoma back in 2002.

Alistair Carmichael paid a really lovely tribute to her on Facebook which he’s given me permission to reproduce here:

I have never smoked cigarettes and never really been tempted to. One of the few things that might have made me want to was the chance that it would have brought me into more regular contact with Elspeth Campbell. She was a force of nature and one of a kind.

I first met her in 1983 when Ming was standing for rector of Glasgow University.

I was waiting to hear him speak in a GUU debate but had taken myself up into the public gallery where I could eat my takeaway pakora which I was washing down with a pint of Tennent’s Lager.

Memorial for Lord Nigel Jones

A memorial service for Nigel will take place on Monday 10th July, 11.30am at Cheltenham Town Hall, Imperial Square, Cheltenham, GL50 1QA.

Nigel was the town’s MP from 1992 – 2005 before moving up to The House of Lords. He died late last year after a short illness.

We would love you to join us to celebrate Nigel’s personal and political life.

30,000 muggings went unsolved last year as violent criminals “let off the hook”

A staggering 30,000 muggings went unsolved last year, new analysis commissioned by the Liberal Democrats has revealed.

The House of Commons Library research shows that 30,079 robberies of personal property reported in 2022 in England and Wales were closed without a suspect being identified, equivalent to over 80 a day. It means over one in two (54%) of robberies reported last year went unsolved.

Woking: Lib Dems landed with massive Tory debt

Liberal Democrats have inherited a huge headache from the Conservatives in Woking. The Borough is quite small, with a population of around 100,000, and is located in archetypal Blue Wall Surrey, centred around the busy town of the same name. But as we all know there is now a very large patch of orange stretching across the county, and Woking Lib Dems led the way, taking control in 2022. Since the local elections earlier this month we now hold 20 of the 30 council seats, and our Leader is Councillor Ann-Marie Barker.

It’s important to note that the Conservatives were in control from 2011 to 2019, followed by two years of No Overall Control with a minority Conservative administration.

Now it’s common for an incoming administration to blame the previous one for the problems it faces. But this problem is in a league of its own because, as has now been revealed, the Conservatives racked up a debt of around £2 billion – yes, you read that correctly! That makes Woking the most indebted council in the UK, relative to its size, and Government commissioners have now been sent in.

So how on earth does a small Council, in an admittedly affluent area, get into so much trouble? Yesterday the Department of Levelling Up, Housing and Communities published a damning report into the whole sorry affair. It seems that the Council borrowed huge sums to regenerate the town centre.

As a result of past investment decisions, the council has failed its best value duty leaving an unprecedented legacy for the current leadership team, which they have not been able to address.

Vikki Slade leads Bournemouth Christchurch and Poole Council again

Lib Dem Vikki Slade has been re-elected leader of Bournemouth, Christchurch and Poole Council. It’s her second stint in the role, having led a Unity Alliance administration from 2019-20.

FOUR political parties across Bournemouth, Christchurch and Poole have agreed to form a new administration.

Liberal Democrat leader Cllr Vikki Slade is expected to retake the role of BCP Council’s leader, with the new administration named the Three Towns Alliance.

The changes, subject to agreement of a full council meeting this evening, will be made up of the Lib Dems, who took 28 seats at the elections on May 4, along with the Christchurch Independents (8), Poole People Party (5) and the Independent Group in Bournemouth (3).

Sarah Olney and Wendy Chamberlain challenge Sunak at PMQs

The Lib Dem success at PMQs continues with two of our number challenging Rishi Sunak today.

First up Sarah Olney:

Under the Conservatives, so much of the UK’s potential is going untapped, with anaemic growth, falling living standards and declining international competitiveness. Just this morning, a solar power company developing an innovation from Oxford University said that the UK is the “least attractive” market in which to base its business due to a lack of incentives. That is a home-grown company that could have provided well-paid green jobs—lost to this country thanks to the Government’s lack of an industrial strategy. Why does the Prime Minister think that each week more and more promising businesses choose to leave the UK?

Lady obviously missed the comments by the International Monetary Fund yesterday upgrading our growth performance, she obviously missed the survey of thousands of global chief executives just recently placing the UK as their No. 1 European investment destination, and it sounds like she also missed my trip to Japan last week, when we announced £18 billion of new investment in the UK economy.

The feeling’s mutual

At the weekend, The Observer reported that the privatised water companies in England are expected to pay out £14.7 billion worth of dividends to shareholders by 2030. This comes only days after water executives promised to invest an extra £10 billion in upgrading the water system and expected customers to pay for it through higher water bills. This is a national scandal quite frankly. It is yet another demonstration of how a privatised natural monopoly operates. The profits are passed on to wealthy senior shareholders, while the risks and costs are passed on to customers. Things cannot go on like this.

So, where do Liberal Democrats stand on the age old divide between socialist statist nationalisations and Thatcherite privatisations? Firstly, a degree of pragmatism is required. Liberals should never be ideologically wedded to either nationalisation or privatisation. Some things are better off being run by the state (such as, the NHS and the education system), while other things are better off being in the private sector (for example, telecommunications and aviation). Secondly, it is important that liberals advocate for a third option, that being mutualisation.

Mutualisation is where a business, industry or organisation is transferred into mutual ownership. This can take several forms. It could take the form of a not-for-profit business model whereby a company’s profits are reinvested for the benefit of its customers. It may also take the form of customers receiving a share of the company’s profits themselves in the form of a dividend. Alternatively, it could take the form of a traditional co-operative that is owned by its customers and/or its workers. The important thing is that mutualisation would lead to a company treating all of its customers as stakeholders; therefore, it would have a social and economic responsibility to each of its customers. Mutualisation offers a distinctive alternative for Liberal Democrats, one that is more decentralised than nationalisation and more socially just than privatisation, while potentially being more democratic and accountable than either.

So how might this work in practice? England’s water industry is the only one in the UK that is still privatised. Scotland’s and Northern Ireland’s are already nationalised. However, it is to Wales that Liberal Democrat should turn to. In Wales, Welsh Water is mutualised and its profits are reinvested into the maintenance of the Welsh water system and into lowering bills for customers. Liberal Democrats in England should call for the mutualisation of the English water companies along similar lines to Welsh Water. We should learn from the example of Welsh Water, however even mutuals (or nationalised industries for that matter) require stricter legally binding environmental regulations and should not be treated as a panacea in and of themselves. We should also explore the possibility of making water mutualisation in England even more democratically accountable to customers than Welsh Water.

Where else could Liberal Democrats advocate for increased mutualisation? One option is in relation to the banking and finance sector. The Great British building society used to offer customers an alternative to traditional banks. From the 1980s onwards, the number of building societies declined rapidly as they were demutualised (and thus privatised) under Thatcherism. Liberal Democrats should promote and encourage the establishment of new building societies to give customers and businesses greater choice. We should also promote credit unions, which also represent a mutual alternative to traditional lending.

Communications will be key to success at the next election

The Lib Dems need skilled communicators for campaigns in all corners of the country.

Well over 25 years ago, Lib Dems in PR was set up to bring like-minded colleagues together to support the Liberal Democrats. Last November, we relaunched to bring a new generation of experts into the fold. The group, which has been an important support to the Lib Dems, is back with big ambitions and new faces.

Who are we? We are a network of communications professionals who share a determination for a more liberal and compassionate politics. Today, we have a membership of over 400 comms experts, covering the full range of disciplines. Not only has the political environment changed dramatically in the last two decades, but so too has the professional field of communications and we want to reflect that in our membership.

The Lib Dems in Comms has two primary purposes; a networking group for professionals in comms and PR to keep in touch with one another, and critically as a volunteer group providing volunteers for the party during general elections. Our members have helped scale up the press office operation with skilled professionals to manage the additional workload, when party coverage suddenly is meant to be on an even basis with Labour and the Tories. Our members also play pivotal roles in campaigns for candidates right across the UK.

We believe now is an important time to reemerge, and bring inspiring and talented communicators closer to the Lib Dems. After 13 years of the Conservative-led Government, we need a change. We are seeing a desire from voters for a liberal choice, whether in by-elections or this year’s stunning local elections results.

With a general election expected in 2024, it is vital the party is able to run a fully integrated campaign. And it’s vital that work starts now.

Behind every interview and every campaign is a team of communications professionals – whether that’s in interview prep, writing press releases, filming videos or designing social media content – and this is where we come in.

We have big ambitions. So, this is what we intend to do.
